Filing a Complaint

If you feel that you have been the victim of housing discrimination in the area of rental housing, real estate sales, mortgage lending, homeowners’ insurance, home appraisals, zoning, land use, etc., you may file a complaint by any of the following means:

In the Private Sector

The Fair Housing Council of South Texas does not accept formal HUD administrative complaints. Instead, the Fair Housing Council of South Texas can assist consumers with filing formal administrative housing discrimination complaints with the United States Department of Housing and Urban Development (HUD). In addition, in order to collaborate a consumer’s allegations, the Fair Housing Council will conduct preliminary investigations of housing discrimination complaints to try to gather evidence of housing discrimination.

For assistance filing a formal administrative complaint with HUD, please call our office at (210) 733-3247, ext. 101 to complete a complaint intake over the telephone during our normal business hours of Monday through Friday from 9:00 a.m. to 5:00 p.m.

A complaint intake can also be done in person at our office by appointment only.

On the Federal Level

The United States Department of Housing and Urban Development (HUD) will accept formal administrative housing discrimination complaints submitted via telephone, mail, or online.

1. VIA TELEPHONE:
If you live in Texas, New Mexico, Oklahoma, Arkansas, or Louisiana, you can file a complaint with the HUD-Fort Worth Office of Fair Housing and Equal Opportunity’s Intake Department over the telephone by calling (800) 669-9777 –or– (817) 978-5595 TTY.

2. VIA MAIL:
If you live in Texas, New Mexico, Oklahoma, Arkansas, or Louisiana, you can mail your completed HUD complaint form to:

On the State Level

The Texas Workforce Commission–Civil Rights Division (TWCCRD) will accept formal administrative housing discrimination complaints submitted via telephone or online.

1. VIA TELEPHONE:

If you live in Texas, you can file a complaint with TWCCRD’s Intake Department over the telephone by calling (888) 452-4778.

2. VIA ONLINE:

You can access the following link to file a complaint online with TWCCRD. The Texas Workforce Commission–Civil Rights Division’s office is located in Austin, Texas.

Important Filing Deadlines

The deadline for filing a formal administrative housing discrimination complaint with the United States Department of Housing and Urban Development (HUD) is one (1) year from the date of the last discriminatory incident.

The deadline for filing a civil lawsuit is two (2) years from the date of the last discriminatory incident.
